THE STATE AS A REALITY. The current state of the republic reminds being on the crossroads. In the development of the future of Azerbaijan, there are many options and it is in the realization of the current situation requires a multi-variant solutions, good, solid, perhaps, hard analysis; each and every one should understand that we need to take the historical responsibility, should make decisions that determine not only our fate, but also the fate of future generations.

Now I even find it difficult to remember exactly when and under what circumstances, was invented this book. Before that I was able to come up a few books, but I am sure that the last - the cutest of them. Maybe from the fact that it will help better to students not only of law faculty, and above all - unconventionally, to get acquainted with the main provisions of European Convention on Human Rights.

The state begins with a thought... Every thought, intention, the fruit of reflection as the author of a dramatic work forms the main directions of social development, activities, called the public policy. Independent Azerbaijan Republic today is on the path towards accession to the international community.

Only in extreme circumstances a person, nation, state begin to look for a real way out of the situation, actively exploring the past, the experience of other countries and use internal resources, above all, seriously use its intellectual potential. Such intensive work gives a stimulus to real creative work. And one fine day in the distant horizon for you the lights go on and you, happy as before, coming out on the street, accept that invisible for others light through a new color prism.

Our current situation can be compared with the situation of "the teenager, from his childhood steeped in a sick spirit of the XX century, but becoming conscious and understanding, faced with the need to live in the XX century”. On the one hand it only superficially adopted the rules that existed before, in any case, he used to them, even got used to such a factor that the policy, regardless of the slogans under which it is carried out, has found practical expression in the birth of hatred to it.
