Scientific and practical conference on the theme "Modern theoretical and practical approaches in the sphere of protection of values diffused in the constitution of the Azerbaijan republic"

 
 
 

On May 5, 2017 in cooperation with such organizations as the Institute of Law and Human Rights of the National Academy of Sciences of Azerbaijan, the Constitutional Court of the Republic of Azerbaijan, as well as the "Association of Lawyers of the Countries of the Black and Caspian Sea Regions"  was organized the scientific-theoretical conference on the theme of “Modern theoretical and practical approaches in the sphere of protection of values diffused in the constitution of the Azerbaijan Republic”, which is  dedicated to the 94th anniversary of the national leader of the Republic of Azerbaijan Heydar Aliyev.
Director of the Institute of Law and Human Rights, Doctor of Law, MP Ayten Mustafazade, Chairman of the Constitutional Court of the Republic of Azerbaijan Farhad Abdullayev, Chairman of the "Association of Lawyers of the Caspian and Black Sea Regions" Mr. Ilham Rahimov and others took part in the conference.
The conference was opened by the introductory speech of the director of the Institute of Law and Human Rights, Doctor of Legal Sciences and Milli Majlis deputy Ayten Mustafazadeh, which was dedicated to the weighty contribution of the national leader Heydar Aliyev to science, culture, education, and to guaranteeing national and moral values. She also added that on the way to the main goal, that is, to achieve independence and create a civil society of the Republic of Azerbaijan, Heydar Aliyev was guided by the protection of human rights. Ayten Mustafazadeh also noted that after gaining independence of the Republic of Azerbaijan, was developed a plan based on international experience, for a new legal system in the field of human rights and freedoms. The entire old legal and regulatory framework was updated by new mandatory enforcement agencies, including the creation of the Constitutional Court. In addition, the first CIS Academic Institute for Human Rights was established, and a number of tasks were set. A whole range of legislative proposals related to human rights, new draft laws, as well as a draft law on the Ombudsman of the Institute for Human Rights were prepared and submitted to Parliament for consideration.
Further, the chairman of the Constitutional Court Farhad Abdullayev spoke in his speech about the protection of the fundamental values of the Republic of Azerbaijan, which are reflected in the Constitution, as well as the fact that the construction of a democratic society is connected with the name of the state leader Heydar Aliyev.
F. Abdullayev drew attention to the fact that the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, always conducts its activities in accordance with the Basic Law, adhering to the values highlighted in the Constitution.
The next speaker was Deputy Director for Scientific Affairs of the Institute of Law and Human Rights of the National Academy of Sciences of Azerbaijan, Professor Nazim Jafarli. He spoke about the State Concept of Heydar Aliyev, about Azerbaijan as a sovereign state, on the principles of state power and governing bodies, the creation of the legal and regulatory framework of the new system, its essence and content, as well as about private property.
The head of the department of state and constitutional law of the Institute of Human Rights and Rights, Ayhan Rustamzadeh in his speech noted that after Heydar Aliyev came to power, the rule of law was established in the state.
In addition, the event was attended by members of Parliament of the Republic, a number of prestigious educational institutions, scientists, representatives of law enforcement agencies, as well as representatives of the media.
